Shortly after April 6, 1917, the day the United States entered World War 1, a group of patriotic men came together in Pueblo and started a campaign to furnish a body of trained fighters to be placed at the disposal of the government. They were eventually known as Company "F", 2nd Regiment Infantry of the National Guard of Colorado. The First Lieutenant of this organization was Thomas P. Ragsdale of Cañon City.

The men trained at Camp Gunsten in Pueblo, Colorado. They were drafted into federal service on August 5, 1917. On October 13, 1917, the 2nd and 3rd Battalions of the 2nd Colorado Infantry were transferred and designated the "115th Ammunition Train National Guards U.S.A."
